Is that what the verse requires-utter perfection? The word often translated “perfect” refers to the maturing disciple who is reaching for the goal; the person who understands the requirements of goodness and grasps for that high standard; the person full-hearted toward others, brimming with mercy and wisdom.

The Old Testament concept of being clean can be difficult to grasp. The basic idea sounds foreign to modern ears, and the legislation that describes how that state is achieved and maintained can overwhelm us, making books like Leviticus, Numbers, and Deuteronomy much more difficult to understand. But when we acquire a clearer understanding of the notion, we find that the image of being clean is a helpful one that spreads its influence from Genesis through Revelation.

The Romans appear to have at least two types of whips for flogging. The more serious of the two, the flagellum, consisted of a handle with leather straps attached to it. Knots were tied into the straps with bone or sharp metal bits tied onto them. This was the device used prior to crucifixion to brutalize those condemned so severely that they would be incapable of effective resistance. There was no limit to the number of blows that could be struck, and the beating often continued until the flesh hung down in bloody strips.
