It appears that the news will be bad. A crime has been committed, and God will be the chief witness for the prosecution-who is also God. The accused, the people, must listen. But unlike a normal criminal trial, God never forces people to listen, and these people certainly had a choice. Why choose to hear bad news?
It was customary among the Romans to scourge or flog a condemned criminal before he was executed. A scourage was a whip with sharp pieces of metal or bone imbedded in the leather. The back and chest of the criminal were struck repeatedly with this whip until the flesh was severely lacerated, sometimes all the way down to the bone.
